KRG should cancel publishing censorship ruling

A parliamentary committee demanded the Kurdistan Regional Government (KRG) cancel a decision to centralize and censor book publication, calling the move “illegal.”

The Ministry of Youth and Culture announced in late September that, under a set of new rules, a committee from the General Directorate of Public Libraries will approve all books for publication. Books deemed to be promoting radical Islamism or threatening national security as well as books of low quality will not be allowed to be published.

Mam Burhan Muhammad, a former New Generation MP who now sits as an independent, said the ministry’s decision was "illegal" because it was based on an annulled law from the 1990s.

"The Culture Ministry's decision is dependent on Regulation No. 6 - 1999 of the ministry, itself designed to implement Print Law of the Kurdistan Region No. 10 of the year 1993. Following the passing of the Press Law in the Kurdistan Region in 2007, the 1993 Print Law was abolished and it was replaced by the 2007 Press Law," Muhammad, a member of the Parliament's Culture, Civil Society, Sports and Youth Committee, told Rudaw English on Saturday.

The existing press law "guarantees the freedom of publications" and does not contain "any early censorship of publications and media work," he said.

Their committee "on Wednesday decided to send correspondence to the Ministry of Culture and Youth to halt and revoke the decision they have made,” said Muhammad. The culture ministry has not yet officially responded.

The publishing industry is concerned about the culture ministry's decision. Bookstore owners and publishers told Rudaw last month they were worried about how the regulation would be implemented and possible censorship.

"If it is to limit the freedom of expression under the guise of removing threats to national security, it is bad, because I do not think, for example, a novel will pose any threat to our national security,” said Dilshad Ahmed of Dlshad Medical Bookstore.

"This is a very, very bad decision," said publisher Bwer Hassan. "You cannot censor ideas. This decision should be reviewed, because this is the issue of the pen and ideas."

The KRG has been frequently criticized for violations of press freedom over the past year, including cases of harassing and detaining journalists.
