Putin won vote on reforms

While the result of the vote in Russia was never in serious doubt, the way forward for President Vladimir Putin is much less clear

The Russian leader was first elected president in 2000. Changes to the Russian constitution—approved by almost 78% of those who voted on them—come into effect July 4, TASS reported. The marathon vote ran June 25 through July 1.

The most significant change allows Putin to run for office up to two more times after his current term ends in 2024. He could be in power until 2036.

The approach taken in the final stages of voting suggests there may have been a certain nervousness. As he urged his compatriots to vote, Putin made no direct mention of the fact that he could end up serving as president well into a fourth decade.

Instead, the appeal was one of patriotic duty, "respect for our history, culture, mother tongue, traditions, our memory of achievements and feats of our ancestors," as Putin put it at a June 30 ceremony for the unveiling of a monument to Soviet forces in WWII.

Kremlin Hails A 'Triumph'

With victory assured, the Kremlin now seems relaxed about what it sees as a convincing win.

Suddenly, it seems, this was all about Putin after all.

“It’s definitely considered a triumph. What took place was in effect a de facto triumphant referendum on trust in Putin,” Putin's spokesman, Dmitry Peskov, said in remarks cited by Reuters.

What can Putin now do with that trust?

His success as a politician so far has been built on two things above all: rising living standards, and popular military campaigns, especially the 2014 annexation of Crimea from Ukraine.

Putin's Achievements Difficult To Repeat

Those achievements which have stood Putin in such good stead so far look difficult to repeat.

Living standards in Russia are no longer rising. In fact, they have been falling for years. One of the factors behind their rise in the early years of this century was the soaring price of oil. There's little prospect of that returning any time soon.

As in other countries, the consequences of the coronavirus pandemic are set to deal the Russian economy another hefty blow. As Reuters reported June 25, the Russian central bank sees GDP falling 4-6% this year, with the International Monetary Fund putting the figure at 6.6%.

While military success in Crimean was wildly popular in Russia, it also led to a serious confrontation with the West, and the imposition of extensive sanctions.

Not Everyone In Russia Trusts Putin

There was a widespread feeling among supporters and opponents alike that the result of the vote was a foregone conclusion. Still, some 21% of voters rejected the changes.

In other words, that trust in Putin is not universal.

That matters. Russia faces considerable challenges in the coming years—and the electorate needs to be convinced that he still has what it takes to deal with them.

For all the country's political system has been constructed to hamper the efforts of Putin's opponents, the Kremlin does care about whether or not he is popular. Suggestions to the contrary have brought questions for pollsters, who, on at least one occasion, revised their opinions.

Does Putin Have A Plan?

The question now is whether Putin has a plan. Is it realistic for the world's largest country to be led by one man for more than three decades, until he is in his 80s? (Putin would be 83 years old in the spring of 2036).

He may just be giving himself options—especially the option to step down when he wants, and to keep people guessing.

"The Putin era is just beginning," a Kremlin insider told me, then a correspondent in Moscow, in 2008, as Putin prepared to step down after his first two terms in office (he returned four years later, and has been there ever since.)

As Putin's patriotic appeal during polling showed, much of his presidency has been about creating a sense of a glorious Russian past that inspires present-day politics.

His sense of history will likely mean he knows he needs new ideas to maintain his popularity, however much of a "triumph" the vote was.

I look at what is happening in the US and see a democratic party that is more communist than Russia and with it's control of Black Lives Matter is tearing the country apart

The people have NO respect for Trump and NO respect for each other

Black gun violence and drug wars have arrived in the UK thanks in part too the American black crime wave

Some black neighbourhoods are so bad in the US that they have a system to locate gunshots

Most English people have no idea of the level of gang violence in the US and have never heard of ShotSpotter

I strongly suggest you, dear reader, check out ShotSpotter

Fortunately, people living in UK cities do not get woken up by gunfire

For years countries such as the US have been making use of Kurds

Kurds were befriended when the US and other countries needed Kurds to die fighting ISIS

Now Kurds are struggling and cannot afford to rebuild the cities and towns blown apart by the US and it's coalition in their attempt to rid Syria and Iraq of ISIS

Many of my friends will not agree with me but I wish to ask Russia to support Kurds

Yazidis are still under attack and NOBODY protects them

ISIS is becoming stronger and we have NOBODY we can turn to for help

US wants PKK destroyed

Turkey, Iraq should collaborate to defeat PKK, while Iran should only ‘respect’ Iraqi sovereignty: US state department

The US position on recent Turkish and Iranian military operations targeting suspected militant locations in the Kurdistan Region differs, according to statements made Wednesday by a State Department spokesperson.

While the US urges both Iran and Turkey to respect Iraq’s sovereignty, it only encourages the latter to coordinate with the governments of Iraq and the Kurdistan Region to defeat militants operating in the area.

We recognize the legitimate security threat the [Kurdistan Workers' Party] PKK poses to Turkey and we urge Turkey to pursue joint counterterrorism cooperation with Iraq in a way that supports Iraqi sovereignty, a spokesperson told Rudaw Wednesday over email.

Saying the US is aware of reports of Iranian airstrikes in the Kurdistan Region and is closely monitoring the situation, the spokesperson added: “Iran must respect Iraq's sovereignty, end its interference in Iraq's internal matters, and refrain from destabilizing behavior.”

Turkey began sustained air and ground military operations in the Kurdistan Region and Iraq's disputed territories in mid-June, with the stated aim of removing suspected PKK targets from the area. Five civilians have been killed in the operations.

Iran’s Islamic Revolutionary Guard Corps (IRGC) also launched airstrikes in coordination with Turkey in the Kurdistan Region last month, shelling the Haji Omaran area, which borders Iran. Media outlets close to the the IRGC said Turkey and Iran agreed to jointly fight what they called Kurdistan Region-based cross-border "terrorism".

“The United States is prepared to facilitate and support a coordinated approach on this issue, as we continue to believe sustainable security solutions can only be achieved through cooperation,” added the spokesperson, which stressed the importance of coordination between all parties additionally working to counter the Islamic State (ISIS) group.

“Ultimately, areas like Sinjar [Shingal] need to come under the full control of the federal government and its security forces, in coordination with the KRG, so that the PKK and other militias and groups cannot promote their own agendas. This instability is keeping hundreds of thousands of ISIS genocide victims from returning home.”

Currently based in the Qandil Mountains along the Turkey-Kurdistan Region-Iran borders, the PKK is an armed group that fights for greater political and cultural rights for Kurds in Turkey. Decades of fighting with Turkey has led to the death of tens of thousands, including civilians.

Both Erbil and Baghdad have repeatedly called on Ankara to halt its attacks, and have demanded the PKK withdraw from their territory.

Meanwhile, various Kurdish groups are present in the mountainous border area between Iran and the Kurdistan Region. Sporadic attacks are launched each year against various Iranian forces, including the IRGC.
