Exxon dropped from Iraq rights bidders-oil ministry

U.S. energy giant Exxon Mobil Corp is not on the finalized list of 47 per-qualified bidders for the next round of Iraq energy exploration rights, a statement posted on the oil ministry website showed on Thursday.

The world's largest publicly traded energy company was still on the list in early February but has since been removed, while Syrian General Oil has been added as a pre-qualified bidder.

"The Final Tender Protocol and the definitive model Contract have been issued to all prequalified companies," Abdul Mahdy Al-Ameedi, director general of the Petroleum Contracts and Licensing Directorate (PCLD), said in a statement.

"We are looking forward to welcoming all participating companies in Baghdad."

Exxon has angered Baghdad by signing an exploration deal with the Kurdistan Regional Government (KRG), which the central government considers illegal.

Last year Iraq's Oil Ministry excluded U.S.-based Hess Corp from competing in the auction after it signed deals with the KRG

Iraq's oil and gas fields have suffered from decades of neglect because of war and economic sanctions.

The bidding for 12 new exploration blocs, which has been repeatedly delayed but is now due to be held May 30-31, is expected to add 29 trillion cubic feet of gas and 10 billion barrels of oil to Iraqi reserves.

Iraq improved the terms of the blocks in February after complaints by several prospective bidders that the deals were unattractive.

The upcoming auction will focus mainly on gas exploration rights, and the blocks are mostly in remote parts of western and central Iraq, making them riskier investments since the sites are harder to protect against insurgent attacks.

Companies will be able to extract gas discovered in the blocks immediately, but the Iraqi government has retained the option to prevent companies from extracting oil in exchange for paying them compensation.

Exxon, which has a large and growing portfolio of conventional and unconventional gas assets around the world, many in far less challenging environments than Iraq, was unavailable for immediate comment.

A source who asked to remain unnamed told (Rudaw) , that Kurdistan natural resource ministry no longer take serious the credibility of Shahristani's remarks.

Al-Shahristani an Iraqi official at a press conference earlier this week from London had announced, that they are ready to approve the oil contracts KRG has signed with foreign companies on the condition, Baghdad sees them and makes amendments .

In return a source from KRG natural resource ministry said "KRG's approach towards ExxonMobil contacts remain unchanged, which it sees them constitutional and a right of the region".

"We no longer take any credibility from what Shahristani has to say nor will we ever negotiate with him, he is not even the oil minister of Iraq".

Observers expect a surge in Baghdad and Erbil differences

Observers expect a surge in Baghdad and Erbil differences after excluding the Exxon

Image

Baghdad, April 20 / April (Rn) - confirmed by experts and observers in the field of oil and energy that the exclusion of Exxon Mobil, the American giant of the licensing round, the fourth to explore for oil and gas would deepen the differences between the governments in Baghdad and federal region of Kurdistan on the management of oil wealth.

showed a statement on the the website of the Iraqi Oil Ministry on Thursday to exclude Exxon Mobil from the final list includes 47 companies eligible to participate in the licensing round four.

Exxon was Ruled out , which has been on the list until early February because of the signing of an agreement with the Kurdistan Regional Government to explore for oil and gas.

Technical advisor said in the company S typhoid tall Lebanese Hamza jeweler, told the Kurdish news agency (Rn) that "the exclusion of Exxon Mobil of the licensing round, the fourth will deepen the dispute between Baghdad and Erbil on oil, but it will not affect the success of the licensing round." and added that "in economic terms is not affected by projects invading Iraq the decision to exclude Exxon, which is a punishment as a result of lack of response to letters of the Ministry of Oil regarding the withdrawal from contracts to develop the fields of the Kurdistan region. "

The Iraqi Oil Minister Abdul Karim said on the ninth of April that Baghdad is still considering whether to allow Exxon to participate in the tour licenses because of a dispute over contracts signed by the company with the Kurdistan region of Iraq. and prevented Baghdad, companies that have signed agreements with the Kurdistan Regional Government to participate in the licensing round, the fourth is scheduled to take place at the end of May next.

The Exxon last year signed agreements with the Kurdistan region to explore for oil and gas in the six regions, prompting Baghdad to warn the American company to take action against them. and expert believes the former Iraqi Ministry of Oil Mohammed Hussein Kamal said, "Exxon is not interested at all in the licensing round, the fourth because Washington has enough gas for 10 years to come."

he believe in his statment to (AKnews) that "the dispute between Baghdad and Erbil will be sterile too and may not succeed any dialogue in the event of continued media statements convulsive."

He explained that "the Iraqi government to adopt rigid positions regarding its relationship with oil Arbil, which threw a shadow over the political positions . "

The Kurdistan region defended of his right to exploration in the bar, for investment to foreign companies, and says that the country's constitution allows it. and KRG entered contracts with foreign oil companies to develop oil fields, but Baghdad does not recognize such contracts, the two sides had several rounds of negotiations without reaching final solution which along with the existence of differences on the draft law of oil and gas.

According to the expert, a former BP Walid Hussein Khalidi, "the exclusion of Exxon came because of political pressure on the Baghdad government, especially after the recent statements that indicated that Prime Minister Nuri al-Maliki has begun exclusive in power dramatically. "

He explained that "the process of exclusion is not correct and would hurt Iraq's efforts to hold licensing round, the fourth and file of transparency that Iraq could move towards the application of its principles." and intensified the differences between the two parties recently after he stopped the region oil exports earlier this month to protest non-payment Baghdad to benefit foreign companies producing oil province.

Kurdistan Regional Government said on Baghdad to pay $ 1.5 billion dollars to oil producers in the region, while Baghdad agreed late last month to pay nearly $ 560 million.

Iraq has the fourth-largest oil reserves in the world, and constitute the oil revenues of 95 percent of the state budget, fiscal, but differences over the validity of management of oil wealth to prevent the issuance of a law that regulates the oil and energy affairs in the country.

they think using the syrians will make US/Exxon give up the contracts they have signed with KRG , they are forgetting Exxon has won "Avana" structure of Kirkuk's oil structure located in Makhmour district as well as some of sliced off KRG parts in Mosul.

and also it shows iraq is the puppet of iran and obeys the orders directly from al khamana'i

Yeah, our politicians are smart and brave :).

Arabs are nothing. Look at how they look. They shit their pants when they see a Peshmerga with a machine gun walking towards them to offer them a cigaret
Let alone if they are in a battle against each other, the Arabs will lay down their arms before having actually shot it, like the cowards did when USA invaded them

And I am sure the Sunni's are more against the Shia's and Maliki than against the Kurds. So let Maliki be worried about them in the first place. xD

Re: Shaikan-4 test results boost Gulf Keystone Petroleum

PostAuthor: hevalo27 » Mon Apr 23, 2012 12:09 pm

Gulf Keystone Petroleum (GKP) has announced positive well test results on its Shaikan-4 deep appraisal well in the Kurdistan region of Iraq.

The announcement came as the company completed the testing programme for the well, drilled six kilometres to the west of the Shaikan-1 discovery well.

Following the decision not to test portions of the well that appeared to be high-quality oil reservoir on the electric logs, and where proven commercial flow rates had been achieved by testing previous wells on the Shaikan block, most of the tests have been conducted in zones which looked marginal on the well logs.

Within the total maximum aggregate number, flow rates of about 4,500 barrels of oil per day (bopd) have been achieved in a new zone in the Jurassic Upper Sargelu, previously untested, and producible oil has been established in the Cretaceous Chia Gara for the first time, albeit at relatively low rates of 130 bopd. A total maximum aggregate flow rate of 24,000 bopd has been achieved.

Following the conclusion of the Shaikan-4 well testing programme, the well is being completed as a producer and will be tied to the Shaikan-1 and Shaikan-3 Extended Well Test facility.

Broker Investec had a Shaikan base case, assuming a 30% recovery factor, of 3.1 billion barrels of oil. "The company is set to move forward with a full development programme and this announcement will provide the government with an assurance that Gulf Keystone is proving up the resource base to achieve this objective," it stated. It had a 'buy' recommendation on the stock.

Broker FoxDavies echoed this view, stressing the fact that the well flowed 24,000 bopd was "staggering", indicative of how big Shaikan could be.

"We believe that there could be reserves/resources upgrades pending as a result of these tests. Given that the shares are at the bottom of their trading range, and there is an analysts' trip in May, we believe the shares will continue to trade upwards towards the middle of their trading range, and onwards to our target price of 320p."

Shares in the company jumped 10% on Monday.

Re: WesternZagros's Kurdamir-2 Well Discovers a Giant Oil Fi

PostAuthor: hevalo27 » Mon Apr 23, 2012 12:11 pm

WesternZagros Resources Ltd. (TSX VENTURE:WZR) ("WesternZagros" or "the Company") is pleased to announce that the mean estimate of gross unrisked contingent resources ("Mean Contingent Resources") has increased to 147 million barrels of recoverable oil (corresponding to 464 million barrels of mean estimated gross discovered oil initially in place) and the mean estimate of gross unrisked prospective resources ("Mean Prospective Resources") has increased to 1.2 billion barrels of recoverable oil (corresponding to 3.6 billion barrels of mean estimated gross undiscovered oil initially in place) for the Oligocene reservoir in the Kurdamir Block. These results follow the major oil discovery at the Kurdamir-2 exploration well in the Kurdistan Region of Iraq. The significant increase in both Mean Contingent and Prospective Resources is due to the fact that Kurdamir-2 encountered a 118 meter light oil column with no indications of a water leg at the Kurdamir-2 location, proving that the oil leg in the Oligocene reservoir on the flank of the Kurdamir structure is involved in a much larger trap than was previously interpreted. The updated resource estimates are confirmed in an independent audit carried out by Sproule International Limited ("Sproule").

Exxon will not renounce its agreement with Kurdistan

PostAuthor: alan131210 » Wed Apr 25, 2012 8:37 am

Head of Kurdistan Region Masoud Al Barzani assured, on Monday, that Exxon Mobil Corp. will not renounce its contract with Iraqi Kurdistan Region comparing the US oil giant to 10 military troops. Exxon will not easily leave a region whenever established, Barzani pointed out.
“Exxon Mobil Corp. told me, when I was in the US, about its commitment to the contract with Kurdistan,” Masoud Barzani said, noting that Exxon uttered its aspiration to keep exploring oilfields in southern Iraq regardless of its commitment towards Kurdistan.
Exxon is an oil giant that equals 10 military troops; it would, for its own interest, defend the territory where it is established,” Barzani added. Ten military troops could withdraw with one single letter without leaving any trace behind, he retorted.
Iraqi Oil Ministry excluded Exxon Mobil Corp. from its 4th oil bidding round after the qualifying 47 major oil companies.

Iraqi central government excluded Exxon from the bidding after the same signed an exploration deal for 6 oilfields with Kurdistan in autumn 2011. Baghdad government rebuffed the contract considering it as illegal and called Exxon to make the choice between one of the 2 agreements. In the beginning of April, Iraq Government said that Exxon Mobil froze its agreement with Kurdistan, which was later denied by Kurdistan presidency assuring that the contract is still ongoing.

Iraqi Oil Ministry had notified Exxon Mobil Corp. through 3 letters that it would terminate western Qurna oilfield exploration contract if it carries on its agreement with Kurdistan.
Iraq central Government and Kurdistan Region have been facing long disputes about northern oilfields especially that Baghdad considers any agreements between Kurdistan and an international oil company illegal. Iraqi deputy Prime Minister for energy affairs warned, in December 2011, that any contract concluded without prior central government’s approval shall be void stressing that foreign companies have no right to operate in Iraqi territories without governmental consent.

KRG to have independent oil route by 2014

PostAuthor: alan131210 » Wed Apr 25, 2012 3:31 pm

05/02/1391

The Iraqi Prime Minister Nuri al-Maliki on Sunday in Tehran after meeting with Massoud Barzani's maker, head of the autonomous Kurdish region of Turkey, and the exchange of harsh verbal attacks between Ankara and Baghdad leaders, a sign of escalating conflict over Kurdistan oil control and entering the Sleeping crisis to a new and dangerous phase.

At the beginning of this month, the Kurdish autonomous government, criticized the Maliki government in Baghdad threatened the continued delay in paying the costs of production and international oil companies active in Kurdistan region, Iraqi national network to stop sending oil to the area will.

Maliki's government also threatened the mutually autonomous Kurdish government's share of oil decreases.

Oil War of 2007 had already been at the heart of Iraq's internal conflicts, and movements in recent weeks suggests that the political aspects of the past year in Turkey, has decided to play an active role in this complex game.

Kurdistan Oil

Outlook suggests that oil production in Iraq declared and undeclared reserves wonderful Krbvry hydrocarbon materials in this country is in crisis.

Oil experts, one of the last reserves of Iraq's hydrocarbon reserves Krbvry not take any major world know. An important part of the Kurdish regions of Iraq's reserves are located.

In Iraq, an ambitious program, is planning its crude oil production to 5 years to 10 to 12 million barrels per day increase.

Since 2007, the autonomous government of Kurdistan, however enjoy their share based on revenue share of production and hydrocarbon Krbvr Iraqi law, independent oil and gas exploration and production scores for the ladies of the small oil companies have been granted.

In November last year, Exxon Mobil Corporation, the world's largest oil giant, oblivious to the discontent of the central government of Iraq, received a contract for oil and gas exploration and production of the autonomous Kurdish government signed.

ExxonMobil's entry into Iraq, including smaller companies Talysmn, generous, Marathon Oil, Hunt Oil were active in this area, while never allowing the exploration for and production agreement between central government and the government to foreign companies autonomous Kurdistan is not signatures.

Exxon Mobil Corporation, now in southern Iraq, engaged in oil exploration and production projects is huge. The company first mentioned the Kurdish region, was initially considered highly controversial question.

As expected, after Exxon Mobil, Chevron Corporation, the American oil giant, plus two other large companies to enter Kurdistan.

Chevron apparently aimed at taking the field with an estimated 10 billion barrels of oil in this region is Sheikhan earlier by a small company, who Stone was discovered. Mentioned the company's share value has increased 100 percent shortly.

At the end of January this year was told that the French oil giant Total also on the verge of exploration and production contracts with the autonomous government of Kurdistan.

Following the trans-regional oil giants, now Turkey, Iraqi Kurdistan has been the great game of oil.

Turkey's policy change?

Before the start of spring in North Africa, Turkey, Arabic, and especially by the current crisis in Syria, Iraq's unity and the federal government to protect its national interests in the country saw it. The Iraqi government now has introduced the Turkish enemy. To reach this conclusion in Baghdad, based on policy changes must be made in Turkey.

Political changes in the past year, Turkey's situation has changed suddenly. The result of these developments, and in Ankara a powerful determinant of future changes in Muslim countries has become.

Turkey's economy continued steady growth over the past ten years, to play such a role in the region helped. Turkey's disadvantage, being deprived of energy resources and in this respect, it needs oil to neighboring countries.

Iran and Iraq on more than 70 percent of Turkey's need for imported oil and gas provide.

Syria before the acute crisis, to provide one of the victims were Turkish oil.

Turkey's concern over the continuing crisis in Syria, Iran's oil production and thus reduce the significant decrease in its export capacity in the next 5 years. Thus, efforts to increase energy security, Turkey seems to have encouraged the entry of Iraqi oil is a complex game.

New pipeline

The 90-year biological Kurds in Iraq, the Arab country, has never been favorable to their nature. According to some reports, recently said Massoud Barzani to visit foreign residents said that if the Maliki government in Baghdad to stay on the job in 2014, Kurdistan will go their separate ways.

It is not accidental that the completion of an independent Kurdistan oil pipeline to Turkey is also to be completed in 2014.

In the present situation, the Kurdish self-reliant for oil exports from Iraq's oil is a national pipeline network. Thus, oil revenue is received, except that patents independent Kurdistan will receive a signed contract, subject to the accompaniment of the central government in Baghdad.

But independent oil export pipeline stretching from Kurdistan, Turkey, this situation will change.

Kurdish oil export efforts to find independent ways the government is very concerned about the Iraqi Shia. Maliki's concerns, the weaker its position within the region, and being driven from power by 2014 and at the end of the current parliament and government.

Although the separation of Kurdistan from the central government of Iraq, its Kurdish problem in Turkey may be passed over the face, apparently, to achieve greater leverage the power in the region and increase its energy security to the Kurdish issue is preferred .

In addition, Turkey has good relations with the nationalists, moderate Shiites and Sunnis in that country led by Ayad Allawi and Al Iraqiya coalition is.

Kurds and Maliki's government in Ankara and Tehran Yargyry apparent, indicating that the country's moderate government efforts, such as Jalal Talabani, to resolve internal differences appear to result not in Iraq, and Iraq over the coming months is pregnant with new events.
