PARIS — Parisians taking public transportation to work on Friday were surprised and delighted to find free subways and buses for the next three days, but the reason was a bit less cheerful: Air pollution had reached an unusually high level and was expected to continue unabated through the weekend.

Bad air quality might be familiar to tourists here from Beijing or Mumbai, but in this elegant capital, where strict limits on building height create the illusion that plenty of fresh air is circulating, pollution is rarely this severe so early in the year and for so long.

“Due to a persistent episode of pollution with fine particles,” the Environment Ministry will impose exceptional measures, said Philippe Martin, the minister, in a somewhat cryptic statement on Thursday.

His widely reported message left some people a little unsure of exactly what he meant.

The French Health Ministry issued warnings particularly for the elderly, pregnant women, young children and those with respiratory ailments. In the parks, joggers could be heard complaining that they were finding it more uncomfortable than usual to run.

The government, seeking to reduce tailpipe emissions, encouraged citizens to use readily accessible rental bicycles and electric cars by making both free through the weekend. Paris has been on the forefront of bicycle- and car-sharing, putting ranks of bikes and small electric cars in most neighborhoods and allowing Parisians and tourists to pay low rates to rent them.

Although people here became broadly aware of the problem only late this week, it has been building for days as a high-pressure system over the region created a string of sunny days with little wind, cold nights and warm days that left pollutants trapped in this low-lying city on the Seine River. Until this week, there had been little concerted effort to reduce pollution from cars and trucks.

A number of smaller cities, primarily in northern France, were also affected.

The European Commission has repeatedly warned France that it is not complying with Europe-wide rules on air contaminant levels.

Michel Aubier, the supervising physician for pulmonology at Bichat Hospital in Paris, said several patients with chronic respiratory ailments had come to see him in the last few days complaining of difficulty breathing. He said the cause was probably a combination of poor air quality and pollen, which has also been on the rise with the recent warm temperatures here.

“They cough more and find they are more often short of breath,” Mr. Aubier said, adding that there was no risk from the air pollution for healthy individuals.

“The only risk is for those who suffer from respiratory diseases, including asthma,” he said. “Those who suffer from asthma need to be vigilant about their treatment and avoid exercise or other physical activity.”

The Paris police lowered the speed limit in the city and the Île-de-France region surrounding the capital, and asked people to refrain from burning wood in their fireplaces. The police reported more than 10,000 infractions on Thursday, primarily for speeding.

The government also requested that trucks with heavy loads avoid traveling as much as possible and asked factories to work on a reduced schedule to limit emissions.

I had absolutely no idea that the air quality was so bad over there - when I think of air pollution I think of China :(

I hope the pollution does not make you ill :(

Paris is often polluted. Too much cars, and its situation in a basin.

I have a headache but I can't tell if it is because of pollution or my own Spring cleaning house… #-o

Perhaps you should get out of Paris for the day - as it is expected to be the hottest day of the year so far

News sites are using phrases such as "Paris pollution hits life-threatening level"

I dread to think what the long-term affect will be on peoples health if this level of pollution frequently happens

You have to go to your lovely Kurdish village :D

PARIS (AP) — Air pollution that has turned the skies over Paris a murky yellow and shrouded much of Belgium for days forced drivers to slow down Friday and gave millions a free ride on public transportation.

The belt of smog stretched for hundreds of miles, from France's Atlantic coast to Belgium and well into Germany. It was the worst air pollution France has seen since 2007, the European Environment Agency said.

Nearly all of France was under some sort of pollution alert Friday, with levels in the Parisian region surpassing some of those in the world's most notoriously polluted cities, including Beijing and Delhi.

To combat the smog, public transit around Paris and in two other cities was free Friday through Sunday. Elsewhere in France and in Belgium's southern Wallonia area, the free ride was only for Friday.

The smog is particularly severe here because France has an unusually high number of diesel vehicles, whose nitrogen oxide fumes mix with ammonia from springtime fertilizers and form particulate ammonium nitrate. Pollutants from the burning of dead leaves and wood contribute as well.

One environmental group complained earlier this week, denouncing the "inertia of the government," saying it was putting lives in danger.

There's no question that pollution can be an immediate health hazard, especially for the very young and old and for anyone with respiratory or cardiac disorders, said European Environment Agency air quality manager Valentin Foltescu.

"Some people will, unfortunately, die," Foltescu said. "There is a high correlation of pollution of this kind and mortality."

Speed limits dropped in France and Belgium and electronic billboards in Paris dispensed advice and emergency information.

But the website that keeps up-to-the-minute figures on the Paris region's air quality slowed to a crawl and asked visitors to follow it on Twitter or Facebook rather than crash the site.

Foltescu said if everyone follows the government's advice "you will see an instant difference."

If not, he added, the pollution would last about as long as the region's unseasonably warm and sunny weather.

The Jet Stream is expected to drop next week and give England some rain - I hope it improves your air quaility

The famously testy Parisians have one more reason to grumble after the French government announced that half the cars in the city would be banned from the roads, starting on Monday, in an effort to combat smog pollution.

From 5.30am, a scheme of alternating driving days, based on odd and even number plates, will come into effect for cars and motorcycles after Paris pollution reached dangerous levels for five consecutive days.

Even before the restrictions were announced, Parisians were given free travel on buses, metros and public bikes over the weekend. The smog hanging in a haze over the French capital is the result of a string of warm days and cold nights and has caused the worst pollution levels since 2007.

A revolutionary streak runs through French society. Rules are made to be broken, as anyone who has tried to use a pedestrian crossing in Paris knows. Parisians interviewed on Sunday said that, particularly in the case of those working in the suburbs, their car is essential for travel and they would be prepared to defy the temporary ban and risk incurring a €22 (£18) fine.

Warehouse worker Jean Sanglier lives in the eastern Paris suburb of Chelles and drives to work in Neuilly-Plaisance, eight kilometres to the west. "How will I get to work?" he said. "It takes 20 minutes by road, and one and a half hours on public transport." He added that if he is fined, "it's my boss who's going to have to pay."

Parked cars lined the roads running through the Bois de Vincennes – the city's largest park – on Sunday as Parisians enjoyed a glimpse of sunshine but a new spike of pollution is expected this morning. A market stall holder in Vincennes said he didn't know how he would be able to get to the wholesale market at Rungis on Monday without driving there. "Twenty two euros isn't very much," he said, referring to the fine.

A saleswoman from Nogent-sur-Marne also planned to defy the ban: "I can't use mine on Tuesday and I can't get from one suburb to another on public transport." So would she take the car? "You've got it," she replied.

Seven hundred police will be deployed in Paris and 22 surrounding areas to monitor the scheme, which will be enforced for the first time in 17 years. Last time, according to Pierre Chasseray, who is a member of a pressure group campaigning against the measure, it was a "fiasco". "This measure is worse than unjust, it's stupid," he said.
