It already happened for Mohammed Merah the killer of Toulouse. The mayor refused at first, because he feared that the grave of this scum could become a shrine for Jihadists. But the law imposes that a French citizen -whoever he was- should be buried in the city of his last residency or a a familial grave. At the end he was buried in the suburb of Toulouse but the tomb is anonymous, according to the wish of the mayorship (they have the right to ask it).

The same for Charlie Hebdo's killers. They were buried though the opposition of mayors, but in an anonymous tomb and by night.

Concerning the butcher of Saint Étienne, it is the Muslim community itself who refused it. Not surprising, they have friendly and closed relations with the priest. Their mosque was built on a piece of land belonging to the Church, giving by Catholics and on Friday, the priest allowed Muslims to park their cars on the Church's park. The local Imam called him 'his friend' so of course they don't want that tomb in the Muslim cemetery beside their late beloved…

The mayorship council should decide. In any case he will be buried somewhere, in a place reserved for Muslim, a "carré musulman" existing inside many French cemeteries, probably in an anonymous place and without publicity. But if the mother wants to attend the funerals no one will prevent her to do that.

But what happens then - is a cleric ordered to bury him or is he buried without any ceremony at all?

A cleric, whatever his religion, is not obliged to bury anyone. If no imam wants to attend the funeral, then there will be a secular funeral. In France religion and State are strictly separated : the cemeteries do not belong to any cult. They depend on the 'commune' (mayorship district). So the law impose that a city has to accept in its cemetery someone who lived there. A religious ceremony is absolutely optional.
