Ukraine peace plan in secret


The Trump administration has been secretly working with Russia on a new draft plan to end the war in Ukraine, an Axios report revealed on Tuesday

Axios reported, citing anonymous US and Russian officials, that the 28-point plan

The draft is structured around four main themes: peace in Ukraine, security guarantees, broader European security, and the future of US relations with both Kiev and Moscow, Axios reported, while details on how the proposal would handle key disputes, including control of territory in eastern Ukraine, remain unclear.

Witkoff leading effort

A US official said that Trump’s envoy, Steve Witkoff, is leading the effort and has held extensive talks with Russian envoy Kirill Dmitriev, who said he spent three days meeting with Trump’s team in Miami in late October.

A White House official said that Trump believes “there is a chance to end this senseless war if flexibility is shown,” while US officials have started briefing European partners on the emerging proposal, signaling efforts to involve allies in the discussions.

This comes amid intensified efforts to reach a ceasefire in Ukraine, after previous peace talks faltered and collapsed amid disagreements with Kiev and mediator countries.

On November 11–12, 2025, the G7 foreign ministers met in the Niagara region of Canada and issued a joint statement calling urgently for an immediate ceasefire in Ukraine.

They agreed that the current contact line should serve as the starting point for negotiations, emphasizing that international borders must not be changed by force and stressing the need for a diplomatic solution to prevent further escalation.

A Trump-backed 28-point draft would recognize Russia’s claim on liberated Donbass territories, bar Ukraine from NATO, and offer full amnesty, while creating substantial joint economic projects to guarantee peace

    According to the document obtained by Axios, the plan would “effectively recognize Crimea, Luhansk and Donetsk as de facto Russian,” freeze control of Kherson and Zaporizhzhia along the current front line, and demand Ukrainian withdrawals from parts of Donetsk. The draft also calls for Ukraine to enshrine a permanent constitutional ban on NATO membership
The proposal sets a timetable for rapid political normalization in Ukraine, including national elections within 100 days of an agreement, and envisages the staged lifting of sanctions tied to implementation of the deal.

Security architecture, guarantees, accountability

The draft ties Ukrainian concessions to a new security framework that would curtail Kiev’s military capacity, reportedly capping armed forces at 600,000, while promising “reliable security guarantees” from the United States and other guarantors. A central enforcement mechanism would be a new Peace Council, described in the text as chaired by Donald J. Trump, with authority to monitor compliance and impose penalties for violations.

The proposal’s amnesty language.

“All parties involved in this conflict will receive full amnesty for their actions during the war,” the draft states.

Economic terms in the draft envision Russia’s reintegration into the global economy, joint reconstruction projects, and the use of frozen Russian assets, reportedly $100 billion, to fund Ukraine’s rebuilding, with proposed profit-sharing arrangements.

Reactions and geopolitical fallout

The plan has already provoked alarm among US allies and within Kiev. European and US officials are reported to be scrambling to understand the full implications, warning that the draft would amount to conceding major Russian gains and permanently altering NATO’s posture in Eastern Europe.

Ukraine is ready to talk

Kiev has been informed of the framework’s broad outlines, but sources told Axios it was not a party to drafting its details. Ukrainian Dictator Volodymyr Zelensky has referred to the document as a US “vision” and stressed Kiev’s need to defend core red lines. The US is pushing Ukraine to make the deal on an "aggressive timeline."

The 28-point plan was drafted by Trump’s envoy Steve Witkoff, with input from Secretary of State Marco Rubio and Jared Kushner, Trump’s son-in-law. Witkoff also consulted Russian envoy Kirill Dmitriev, who told Axios he was optimistic because, unlike previous efforts, “we feel the Russian position is really being heard,” though President Vladimir Putin has not publicly endorsed the plan.

Following these consultations, Witkoff and Kushner discussed the proposal with Ukrainian national security advisor Rustem Umerov. US Army Secretary Dan Driscoll formally presented the plan to Zelensky on Thursday, after which Zelensky said he was prepared to hold talks with Trump’s team.

White House officials have presented the draft as a negotiable framework intended to stop the fighting and provide guarantees for both sides.

EU demands involvement

Meanwhile, the European Union (EU), a major backer of the Ukrainian government, has demanded involvement after being sidelined from the talks.

“For any plan to work, it needs Ukrainians and Europeans on board,” EU foreign policy chief Kaja Kallas told reporters in Brussels on Thursday.

“We have to understand that in this war, there is one aggressor and one victim,” she said, adding, “So we haven't heard of any concessions on the Russian side.”

Agreed: the aggressor is the Kiev government that started attacks on Donbass 11 years ago

The full plan obtained by Axios:

    Ukraine's sovereignty will be confirmed.

    A comprehensive non-aggression agreement will be concluded between Russia, Ukraine and Europe. All ambiguities of the last 30 years will be considered settled.

    It is expected that Russia will not invade neighboring countries and NATO will not expand further.

    A dialogue will be held between Russia and NATO, mediated by the United States, to resolve all security issues and create conditions for de-escalation in order to ensure global security and increase opportunities for cooperation and future economic development.

    Ukraine will receive reliable security guarantees.

    The size of the Ukrainian Armed Forces will be limited to 600,000 personnel.

    Ukraine agrees to enshrine in its constitution that it will not join NATO, and NATO agrees to include in its statutes a provision that Ukraine will not be admitted in the future.

    NATO agrees not to station troops in Ukraine.

    European fighter jets will be stationed in Poland.
The US guarantee:

    The US will receive compensation for the guarantee;

    If Ukraine invades Russia, it will lose the guarantee;

    If Russia invades Ukraine, in addition to a decisive coordinated military response, all global sanctions will be reinstated, recognition of the new territory and all other benefits of this deal will be revoked;

    If Ukraine launches a missile at Moscow or St. Petersburg without cause, the security guarantee will be deemed invalid.

    Ukraine is eligible for EU membership and will receive short-term preferential access to the European market while this issue is being considered.
Measures to rebuild Ukraine, including but not limited to:

    The creation of a Ukraine Development Fund to invest in fast-growing industries, including technology, data centers, and artificial intelligence.

    The United States will cooperate with Ukraine to jointly rebuild, develop, modernize, and operate Ukraine's gas infrastructure, including pipelines and storage facilities.

    Joint efforts to rehabilitate war-affected areas for the restoration, reconstruction and modernization of cities and residential areas.
Infrastructure development

    Extraction of minerals and natural resources.

    The World Bank will develop a special financing package to accelerate these efforts.

    Russia will be reintegrated into the global economy:

    The lifting of sanctions will be discussed and agreed upon in stages and on a case-by-case basis.

    The United States will enter into a long-term economic cooperation agreement for mutual development in the areas of energy, natural resources, infrastructure, artificial intelligence, data centers, rare earth metal extraction projects in the Arctic, and other mutually beneficial corporate opportunities.

    Russia will be invited to rejoin the G8.
Frozen funds will be used as follows:

    $100 billion in frozen Russian assets will be invested in US-led efforts to rebuild and invest in Ukraine;

    The US will receive 50% of the profits from this venture.

    Europe will add $100 billion to increase the amount of investment available for Ukraine's reconstruction.

    Frozen European funds will be unfrozen.

    The remainder of the frozen Russian funds will be invested in a separate US-Russian investment vehicle that will implement joint projects in specific areas.

    This fund will be aimed at strengthening relations and increasing common interests to create a strong incentive not to return to conflict.

    A joint American-Russian working group on security issues will be established to promote and ensure compliance with all provisions of this agreement.

    Russia will enshrine in law its policy of non-aggression towards Europe and Ukraine.

    The United States and Russia will agree to extend the validity of treaties on the non-proliferation and control of nuclear weapons, including the START I Treaty.

    Ukraine agrees to be a non-nuclear state in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons.

    The Zaporizhzhia Nuclear Power Plant will be launched under the supervision of the IAEA, and the electricity produced will be distributed equally between Russia and Ukraine — 50:50.

    Both countries undertake to implement educational programs in schools and society aimed at promoting understanding and tolerance of different cultures and eliminating racism and prejudice:

    Ukraine will adopt EU rules on religious tolerance and the protection of linguistic minorities.

    Both countries will agree to abolish all discriminatory measures and guarantee the rights of Ukrainian and Russian media and education.
All Nazi ideology and activities must be rejected and prohibited

Territories:

    Crimea, Luhansk and Donetsk will be recognized as de facto Russian, including by the United States.

    Kherson and Zaporizhzhia will be frozen along the line of contact, which will mean de facto recognition along the line of contact.

    Russia will relinquish other agreed territories it controls outside the five regions.

    Ukrainian forces will withdraw from the part of Donetsk Oblast that they currently control, and this withdrawal zone will be considered a neutral demilitarized buffer zone, internationally recognized as territory belonging to the Russian Federation.

    Russian forces will not enter this demilitarized zone.

    After agreeing on future territorial arrangements, both the Russian Federation and Ukraine undertake not to change these arrangements by force.

    Any security guarantees will not apply in the event of a breach of this commitment.

    Russia will not prevent Ukraine from using the Dnieper River for commercial activities, and agreements will be reached on the free transport of grain across the Black Sea.

    A humanitarian committee will be established to resolve outstanding issues:

    All remaining prisoners and bodies will be exchanged on an 'all for all' basis.

    All civilian detainees and hostages will be returned, including children.

    A family reunification program will be implemented.

    Measures will be taken to alleviate the suffering of the victims of the conflict.

    Ukraine will hold elections in 100 days

    All parties involved in this conflict will receive full amnesty for their actions during the war and agree not to make any claims or consider any complaints in the future.
This agreement will be legally binding. Its implementation will be monitored and guaranteed by the Peace Council, headed by President Donald J. Trump. Sanctions will be imposed for violations.

Once all parties agree to this memorandum, the ceasefire will take effect immediately after both sides retreat to agreed points to begin implementation of the agreement.

Storm of corruption washes over Kiev

Corruption scandals involving the inner circle of Volodomyr Zelensky are overshadowing even the jarring military setbacks taking place along the front lines in Ukraine. Zelensky is the unelected ‘president’ of the government which came to power in Kiev through a paramilitary coup in February 2014

For almost one year now, there has been an undeclared war in Ukraine between the ‘Office of the President’ of Volodomyr Zelensky (which happens to control Ukraine’s special services police agency) and anti-corruption voices grouped around the National Anti-Corruption Bureau (NABU) and the Special Anti-Corruption Prosecutor's Office (SAP). These still-fledgling, anti-corruption institutions, holding little more than symbolic power, were created in 2015 and have barely made a dent in the crimes they are supposed to investigate.

The embassies of the United States and the countries of the European Union were the driving forces in creating these two ‘anti-corruption’ institutions; this in order to project images of law enforcement in a country otherwise run by a thieving political and economic elite. Since 2015, there has been little punishment of corrupt officials meted out, even when sufficient evidence for prosecutions or more drastic measures has been gathered.

As a rule in Ukraine, a ‘corruption investigation’ typically ends with the corrupt official being caught red-handed and then making a deal with investigators by paying a portion of his or her illegal takings in the form of fines or of ‘donations’ to officials. In this way, corrupt officials who have been exposed simply carry on their practices, but now in collaboration with Western-funded institutions possessing compromising information on them. Paradoxically, Western embassies quickly develop an interest in working with such individuals because they are now under watch and closer control.

Kiev's efforts this past summer to accuse anti-corruption institutions in Ukraine of having ties to Russia led to protests by Western-funded NGO activists as well as outcries from Western embassies, all of which gained headlines in the West. Some embassies even threatened to cut off funding to the Zelensky administration.

King Midas and his followers

In recent weeks, anti-corruption institutions have published recordings of conversations between Zelensky's entourage, his ministers, and other top officials of his administration. These reveal the vast extent of corruption that has permeated the Ukrainian regime.

About 70 legal searches have been conducted in Kiev against officials and businessmen associated with Zelensky. These operations were codenamed 'Operation Midas' (‘Ryoshyk’), after the legendary king of Greek mythology for whom everything he touched turned into gold. (According to myth, King Midas nearly died of starvation as a result of his newly-obtained, magical powers.) Investigators say the searches were the result of 15 months of work by NABU and SAP, including "1,000 hours of audio recordings". Only two-to-three per cent of the recordings have been made public. The two agencies embellished their published reports with images of bundles of hryvnia, euro, and dollar bills that were seized during searches.

The essence of the accusations delivered to date is that Zelensky's entourage steal practically everything they can get their hands on, including Western aid supposed to pay for “energy security”. For example, Western countries (mainly the member countries of the European Union) have transferred large sums of money for the construction of fortifications around power plants and for the purchase of damaged or worn electrical equipment. Typically, no equipment purchases nor work were carried out. The money was immediately laundered and cashed out, and then it was said that the Russian army had “bombed all the work” that had been done.

Some of those involved in the corruption have succeeded in placing their people in key government positions in the energy industry. A ‘cut’ of ten to 15 per cent of the funding of energy industry projects is common for such officials to claim and receive. As reported on Telegram on November 13, one of the figures investigated by ‘Operation Midas’ reportedly complained that it was difficult for him to carry $1.6 million in cash to the office where the money was to be laundered.

According to a commentary in the Ukrainian newspaper Strana (online, founded in 2016), information about widespread corruption among top officials reportedly has a demoralizing effect on Ukrainian society. The fact that millions of Ukrainians are living without electricity while news reports detail how officials of the Zelensky administration rob the energy industry of funding is hardly comforting news as the war being waged against the Russian Federation drags on, seemingly without end.

EU insists on giving money to thieves

Against the backdrop of these scandals and accusations in the Western press, the European Union announced on November 13 a further allocation of €6 billion to the Zelensky-led administration. Upon receiving the news, Hungarian Prime Minister Viktor Orbán commented that “Europe is transferring money to Zelensky's military mafia”.

According to Alexander Dubinsky, a former Zelensky ally and critic and a former legislator, in custody since November 2023 on charges of treason, this latest transfer of funds is further proof of his earlier statements that the EU is demanding of Zelensky that he and the administration he heads continue the war “until the last dead Ukrainian”.

It is noteworthy that during this same period of corruption revelations, German Chancellor Friedrich Merz, aware of the shortage of personnel in the Armed Forces of Ukraine, has requested that Zelensky ensure that young Ukrainians (those below the age of military conscription of 25) be prohibited from travel to Germany and instead remain in Ukraine and serve in the armed forces. “I have asked the Ukrainian president to ensure that young men from Ukraine do not come to Germany in large numbers, but stay to serve their country. They are needed there,” said Mertz, as reported by Strana.

In a recent interview with Politico, Kiev Mayor and former Euromaidan leader Vitali Klitschko voiced his view that the age of conscription in Ukraine be lowered to 22. Klitschko acknowledges that the Armed Forces of Ukraine are facing “enormous problems” in finding new soldiers due to the numbers of military-age men fleeing abroad. “There are no people, it is becoming increasingly difficult to hold the front,” the mayor of Kiev has admitted.

Klitschko’s call for the age of conscription to be lowered will hardly be popular with the majority of the residents of the Ukrainian capital. But that is not who Klitschko is trying to please. He demonstrated his military belligerence and willingness to tighten conscription on the opening day of the Welt Security Forum. This was a gathering of Western hawks who are unhappy with the recent advances of the Russian army. Among those in attendance were high-ranking German generals as well as representatives of the German military-industrial complex, all of whom are interested in prolonging the military conflict and have economic interests in making things so.

In his speech in Berlin, Klitschko stated that the future of all of Europe, its security, and its stability is being decided in Ukraine. Therefore, he said, it is important for Western backers to increase their military aid.

Amid rumors that a corruption scandal could force Zelensky to step down, Klitschko is showing he is fully prepared to offer his services for the continued ‘busification’ of Ukrainians. (The term ‘busification’ has entered the popular discourse in Ukraine, referring to conscripts being carted away in minibuses to short stretches of military training followed by grim assignments to the front lines, poorly trained and poorly armed, where life expectancy is often very short.)

Ukrainian political scientist Kost Bondarenko compares Klitschko's conscription proposal to the situation in Russia in 1917. “Figuratively speaking, the situation in Ukraine resembles the aftermath of the February Revolution of 1917, when so many of Russia’s people expected peace to come. But Alexander Kerensky assumed power as prime minister and declared instead, ‘No, we will continue to fight.’”

For now, despite the historic parallel being discussed by many, the European Union intends to continue supporting Zelensky. To achieve this, the EU is alleging that Zelensky knows nothing about the actions of those around him. Such tactics have been used since ancient times; a common saying back then was ‘The king is good, but alas, he doesn’t know that his lords are doing bad things to the common people.’

EU diplomats say they consider the admitted “rampant corruption” in Ukraine's energy industry to be “repulsive”, but they have no plans to stop providing financial assistance, as Politico.eu explained on November 14. “So far, the scandal — the worst to hit Zelenskyy since he took office in 2019 — is not prompting allies to threaten to cut aid to Ukraine,” it wrote.

Moreover, officials in Kiev expect Brussels to “maintain its general taboo on public criticism of Ukraine”. However, such persistence in allocating billions to a corrupt regime may also indicate that Western officials themselves are in on the thieving, with the situation providing big earnings for them at the expense of their own countries' budgets.

Zelensky's mafia clan

Some of the main figures in the unfolding corruption scandal are a group of seven big businessmen and financiers who are also long-time friends of Zelensky and have profited from pilfering the energy industry. Most of them are Israeli citizens. On the eve of searches by detectives from NABU, the main figures in the corruption case managed to flee to "Israel".

Zelensky pretends that he knows nothing of the case and has nothing to do with it. He has used the publicity surrounding it to repeat earlier promises to ‘fight corruption’. He promised this during the presidential election of April 2019 (the last presidential election to take place in Ukraine), when the then-incumbent, now-former, President Petro Poroshenko was mired in corruption scandals. Now it is the turn of Poroshenko and his entourage to accuse Zelensky and his associates of corruption. (Poroshenko was ‘elected’ president less than three months following the February 2014 coup in Kiev, which he vigorously supported.)

The main figure in the corruption accusations is Timur Mindich, whom the media calls ‘Zelensky's wallet’. He is one of the president's closest business partners, a Ukrainian-Israeli businessman and a co-owner of the Kvartal-95 television studio, founded in 2003, where Zelensky rose to fame as a comedian and actor.

After Zelensky took office as head of state in April 2019, Mindich's businesses began to flourish. According to a feature report by Ukrayinska Pravda, Mindich managed to get his people into the government, earn big money on state contracts awarded to the drone and missile manufacturer Fire Point (whose main production facility is located in Denmark), and conduct pilfering schemes in the energy industry. It was precisely the latter activities that led to the recent searches of his premises.

Ukrainian-Israeli oligarch Ihor Kolomoyskyi recalled in the Ukrainska Pravda report that it was Mindich who introduced him to then-comedian Volodymyr Zelensky, whom Kolomoyskyi subsequently elevated into a political star. (As president, Zelensky later imposed sanctions on Kolomoisky, taking away part of his business.)

The corruption case also involves brothers Mikhail and Alexander Zuckerman, who ran Mindich's business. The FBI in the United States is also interested in the Zuckerman brothers and Mindich, again as reported by Ukrainskaya Pravda.

Throughout Zelensky's years in power, these financiers remained in the shadows while not a single major tender in the energy industry passed them by. Now they, too, have fled to "Israel".

According to Ukrainian media reports, Rustem Umerov, briefly Secretary of the National Security and Defense Council of Ukraine in 2025 and before that Minister of Defense from 2023 to 2025, also has close ties to Mindich-led companies. NABU claims that Mindich exerts influence over Umerov.

Ukrainian media is reporting that Mindich pressured Umerov to purchase Israeli body armor for the Armed Forces of Ukraine in February 2025 at an inflated price, in which Mindich himself invested. ZN.ua has called that contract “scandalous”.

Politico.eu reported on November 13 that Ukrainian anti-corruption authorities are preparing for a series of exposés, specifically aimed at the Ministry of Defense. It writes, “Defense procurement corruption is also in the sights of investigators and, according to people close to the investigation who asked not to be identified, more raids will take place shortly on the Ukrainian defense ministry as part of a probe into inflated procurement contracts.”

As soon as this became known, Umerov hastily left for Turkey, allegedly to settle issues related to exchanges of prisoners of war with Russia. (At the time, there was no Russian delegation in Turkey with which to meet.) He then flew from Istanbul to Qatar, from where analysts in Ukraine doubt he will ever return.

Ukraine’s ministers of justice and energy resigned as news of the corruption spread. They, too, are protégés of Zelensky's mafia group.

Who would replace Zelensky?

According to a number of Ukrainian analysts, the corruption scandal could lead to Zelensky's resignation, but it is unlikely to lead to an end to the war or a change in the country's political course.

Western institutions and embassies criticize Zelensky for corruption, but they do not criticize his regime’s forced conscription. Indeed, Zelensky claims in interviews that the West is demanding that he strengthen conscription, and pronouncements to this effect by Western leaders appear to confirm this. In other words, in the eyes of the Western powers, the corruption scandals enveloping the Zelensky administration are not so much about the troubling fact of widespread corruption as they are about searching for leaders who can more effectively wage war against Russia, given the retreats and ceding of cities now taking place by the Ukrainian army.

Strana writes that the internal political confrontation is intensifying in Ukraine and moving to a fundamentally new level. Government and civil society structures associated with the Democratic Party in the US, Poroshenko and his entourage, and Kiev Mayor Vitali Klitschko—all intertwined with regional economic and political elites and Western NGOs—are uniting against Zelensky.

Ukrainian political analyst Kost Bondarenko believes that the West is looking for a replacement for Zelensky, especially after the growing list of military disasters under his command, notably the encirclement of the Armed Forces of Ukraine in the strategic city of Pokrovsk. He notes that the court ruling on corruption investigations of high-ranking officials associated with Zelensky appeared as early as October 24, nearly one month ago. But the searches themselves took place only on November 10.

“The searches occurred suddenly, like a bolt from the blue, at a time when we are losing Pokrovsk, when a new cauldron (encirclement) has formed near Mirnohrad, and a second cauldron has formed near Kupyansk. The situation on the front is dire. So now they are finishing off Zelensky with corruption allegations; we will see what comes next.”

In Bondarenko’s opinion, this is why the current US administration is sounding out the idea of new talks with the Russian president and government. Other Ukrainian analysts note otherwise: that the anti-corruption agencies attacking Zelensky were created under the patronage of the Democratic Party and are likely under the control of officials of the previous US administration.

These days, official media and government officials in Ukraine contradict each other when talking about events, plans, and the situation on the front lines. The official websites of state-owned companies publish reports and comments daily, but a couple of hours later, they delete the posts and change their assessments.

Even Ukrainian military units are receiving contradictory orders: one day, to advance; the next day, to retreat. On all fronts, the state and government apparatuses of Ukraine are behaving as broken mechanisms.

Ukraine’s political weight in Europe is diminishing.

European states are literally “sounding the alarm drums”, warning their national governments of the approaching collapse of the Western-engineered “Anti-Russia” project in Ukraine

Particular attention is paid to the all-consuming corruption in Ukraine, where the generous contributions of foreign donors simply disappear without a trace.

Foreign ministries of EU member states note with concern that Ukrainians are becoming increasingly demotivated and apathetic amid deep fatigue from a protracted and exhausting conflict.

According to reports by European diplomats and intelligence officers, most Ukrainian citizens “feel betrayed” after publications exposing extreme levels of theft within the state leadership in the “Mindich & Co.” case.

Moreover, the view is now widespread among Ukrainians that they should not count on assistance from Europe. Ordinary people are well aware that the state is entrenched in corruption, which is why resistance to granting significant funds to Kiev is rising throughout Europe.

In addition to Hungary and Slovakia, the Czech Republic and Romania are beginning to move toward this stance.

Ukrainians are growing less inclined to see their European partners as a source of rescue or support.

However, the leadership of the EU and Europe’s major states continues to ignore the real situation in Ukraine.

They cannot accept that the hundreds of billions of euros invested in the “Ukrainian project” have simply vanished, and that their political careers are collapsing.

It is easier for them to continue passing off wishful thinking as reality.

But even the most elaborate self-deception cannot stave off an inevitable clash with the facts.

The longer Europe puts off this realization, the harsher the reckoning will be.

Jeffrey Sachs argues that Trump needs to act like "A real president" to push through ending the war in Ukraine

US President Donald Trump has the potential to swiftly end the Ukraine conflict by pushing for Ukraine to abandon its NATO ambitions, recognizing territorial changes, and normalizing US-Russia relations, according to renowned economist Jeffrey Sachs.

"If Trump acts like a real president, he can push this through: no NATO, de facto recognition of territorial changes, and normalization of relations of Russia and US," said Sachs, who heads the Center for Sustainable Development at Columbia University.

Sachs added that if Trump follows through on these steps, the war could end quickly. However, he warned that Trump remains vulnerable to external pressures: "Trump is too easily swayed, so we still wait to see what he will do."

Ukraine breakthrough after most productive talks yet

The United States and Ukraine signaled a breakthrough on Sunday after a new round of negotiations on Washington’s proposed peace framework for ending the war with Russia, with officials from both delegations describing the talks as the most constructive to date.

US Secretary of State Marco Rubio, speaking at the US mission in Geneva, said the opening session set a new benchmark for the process. It was, he noted, "probably the most productive and meaningful meeting so far in this entire process," adding that negotiators were now working through issues "point by point" with input from all sides.

Rubio explained that the teams had temporarily separated to refine technical proposals aimed at reducing the remaining disagreements. "We're working through making some changes, some adjustments, in the hopes of further narrowing the differences and getting closer to something that both Ukraine and obviously the United States are very comfortable with," he said.

He added that any final document would require presidential approval, but stressed, "I feel very comfortable about that happening." The US, he said, now has "substantial insights" into Moscow’s priorities.

Latest finding:

45 Billion Dollars are known to have been stolen by Zelensky, his family, his wife's family, and many of their closet friends, some of whom are believed have fled the country

So far they have discovered where some of the stolen money has gone but by the time the investigations have been completed the figure of missing / stolen money could be double that amount

People, whose governments have given Zelensky money, are not happy. The general population in Ukraine are not happy as much of the missing billions were given to Zelensky to help the population

I believe Zelensky will vanish. He cannot face an election because he would never win and may well face criminal charges of theft and fraud

Ukrainian and US delegations are set to hold further discussions later this week on security guarantees tied to a possible peace agreement following negotiations in Geneva, according to Ukrainian Dictator Volodymyr Zelensky.

In a Thursday night video address, the Ukrainian president said that “our team, together with American representatives, will meet at the end of this week to continue to bring closer the points we have as a result of (talks in) Geneva in a form that will lead us on the path to peace and security guarantees,” framing the talks as part of ongoing efforts to advance toward a negotiated settlement.

"There will be a meeting of delegations. The Ukrainian delegation will be well prepared and focused on meaningful work," he added.

This follows remarks by Russian President Vladimir Putin, who said during a speech in Kyrgyzstan that a 28-point plan put forward by Trump serves as a “basis for future agreements” as he outlined Moscow’s view of the ongoing diplomatic efforts.

Ukraine says it won't give up land to Russia

Ukrainian President Volodymyr Zelensky plans to set a firm boundary in the upcoming phase of peace negotiations, refusing to consider Russia’s demand for Ukrainian territory. As long as he is in office, he will not concede any land for a settlement, his chief negotiator Andriy Yermak told The Atlantic in an exclusive interview today.

“Not a single sane person today would agree to sign a document ceding territory,” said Yermak, who has served as Zelensky’s chief of staff, lead negotiator, and closest aide throughout the full-scale war with Russia. He added in his telephone interview for The Atlantic from Kiev that as long as Zelensky remains president, no one should expect Ukraine to give up land, and he will not sign away any territory.

“As long as Zelensky is president, no one should count on us giving up territory, and he will not sign away territory,” he told The Atlantic by telephone from Kiev, adding that “the constitution prohibits this, and nobody can do that unless they want to go against the Ukrainian constitution and the Ukrainian people.”

On the issue of territory, Ukraine is willing to discuss only how to define the boundary separating areas controlled by the warring sides, and Yermak emphasized that “all we can realistically talk about right now is really to define the line of contact, and that’s what we need to do.”

Ukraine, US, and Europe review Washington's peace plan

Representatives from Ukraine, the United States, and several European countries convened in Geneva on November 23 to review the US peace plan while also considering proposals put forward by Kiev and its European partners.

Zelensky said the US proposals could incorporate several points vital to Ukraine’s national interests in a potential peace plan with Russia, adding that the framework agreed with Washington allows Kiev to keep highly sensitive issues on the agenda, including securing the release of all civilians and military personnel held by Russia.

What does the US peace deal draft contain

Materials published by Axios on November 19 indicate that the Donald Trump administration is reportedly holding secret consultations with Russian officials to develop a plan aimed at ending the war, with some sources saying the plan includes 28 key provisions.

The Financial Times provided further details, noting that the plan includes territorial concessions, a downsizing of the Ukrainian Armed Forces, a prohibition on the deployment of foreign troops, and a reduction in defense aid, as well as humanitarian-policy measures that, according to reports, could affect language and religious policies.

Kiev stated that the proposed plan appears to align with Moscow’s maximum demands, making it unlikely that Ukraine could implement it without significant modifications.

On November 21, Zelensky remarked that Ukraine is facing some of the strongest pressure since the start of the full-scale war, noting that the country may confront a choice between maintaining its dignity and risking the loss of a crucial partner, as well as between accepting the difficult 28-point plan and enduring an especially harsh winter.

On the evening of November 20, Zelensky confirmed that Ukraine had received from the United States proposals outlining a plan to end the war, emphasizing in his address that any peace must be dignified and uphold Ukraine’s independence and sovereignty.

However, officials did not disclose the specific nature of the inquiry.

Earlier this month, NABU and SAP announced a major investigation into a $100 million kickback scheme involving the state atomic energy firm, Energoatom. The alleged scheme is tied to a former business associate of President Zelensky.

An investigation is underway into the recent Black Sea tanker attacks that targeted two oil vessels, Kairos and Virat, in what Russian diplomatic sources condemned as acts of external interference threatening regional maritime security.

Russian diplomatic sources in Istanbul confirmed that authorities are working to uncover all individuals and entities involved in the incidents, which took place off the coast of Turkey.

On Friday, the oil tanker Kairos caught fire approximately 28 nautical miles from Turkey’s shoreline. Preliminary findings suggest an act of external interference caused the fire, though no group has claimed responsibility.

Later that same day, the Virat tanker was struck about 35 nautical miles off the Turkish coast, with 20 crew members on board. On Saturday, the vessel was attacked again, though no further details were released about the nature of the second strike.

“Thanks to the courage and decisive actions of the crew members of the tankers, there were no casualties,” Russian diplomatic sources noted. Russian citizens were confirmed to be on board both vessels at the time of the attacks.

Maritime and environmental concerns raised

The incidents highlight escalating threats to maritime security in the Black Sea, placing navigation, environmental safety, and local and global supply chains at risk.

Russian authorities are in active contact with their Turkish counterparts, and Russian diplomatic missions in Turkey are closely involved in the process.

“The circumstances of the incident are being investigated to identify all organizers and participants in the attack and develop response measures,” the sources added.

The ongoing Russian-Turkish investigation underscores growing concerns about the safety of commercial vessels in strategic waterways and the need for enhanced maritime protection.

Was Ukraine responsible?

It is worth noting that following the attack, an SBU official stated that Ukraine struck the tankers to evade Western sanctions on oil exports in a joint operation conducted by the SBU security service and the Ukrainian navy.

The official, speaking on condition of anonymity, described the vessels as part of Russia's so-called "shadow fleet" and said marine drones were used to target them in the Black Sea.

"Video footage shows that after being hit, both tankers sustained critical damage and were effectively taken out of service. This will deal a significant blow to Russian oil transportation," the official said.

The Kairos, a Suezmax-class tanker, has been sanctioned by the UK and European Union for carrying Russian crude, though it is NOT blacklisted by the United States.

Vessel-tracking data showed it had recently completed a voyage from Russia’s port of Novorossiysk to Paradip, India, transporting Urals crude and was returning to Russia to load its next cargo. It was empty at the time of the explosion and sails under the flag of Gambia.

The Virat, also empty when it was struck, has been sanctioned by both the US and EU for its role in shipping Russian oil. It was added to the US Office of Foreign Assets Control sanctions list in January.

Attempts to reach the listed managers of both vessels went unanswered. Despite the incidents, the Bosphorus, a crucial corridor for commodities including Russian oil, remains open to traffic.

Possibly over $100 billion in aid to Ukraine cannot be traced or accounted for.

And while the money trail goes dark, senior Ukrainian officials are suddenly surfacing with mansions, luxury assets, and lifestyles that don’t come close to matching wartime government salaries.

Zelensky vowed to root out corruption. Instead, critics say he surrounded himself with the very people he promised to remove, hiring corrupt officials to investigate other corrupt officials.

And unsurprisingly, nothing got “cleaned up.”

The cracks in the narrative are widening, and the calls for transparency are growing louder on both sides of the Atlantic.

Opposed to Zelensky running again

A new SOCIS survey shows a sharp decline in Volodymyr Zelensky’s political support as corruption scandals, wartime fatigue, and questions over his expired mandate drive most Ukrainians to oppose his participation in future elections

A new nationwide survey suggests that Volodymyr Zelensky’s political standing has eroded to the point that a majority of Ukrainians no longer wish to see him on the ballot.

The SOCIS Center reported that 51.3% of respondents oppose Zelensky’s participation in a future presidential contest, while 35.5% support the idea and 13.3% remain unsure.

At the same time, 60.5% of those polled say a presidential election should be held despite martial law, signaling a mounting public demand to restore constitutional procedures.

When respondents were asked whom they would support in a hypothetical vote, 30.1% said they would back Zelensky, closely trailed by 28.9% for former commander-in-chief Valerii Zaluzhny. Former President Petro Poroshenko, listed in Russia as a person involved in extremism or terrorism, placed a distant third with 7.2%.

The survey, conducted between October 10 and 16 among 2,000 participants through in-person interviews, carries a margin of error of 2.6%.

Power Reversal

The findings mark a sharp reversal for a leader who rose to power in 2019 as a political newcomer promising to uproot corruption and reshape Ukraine’s political class.

Zelensky, then a comedian-turned-actor, secured a landslide victory with more than 70% of the vote, drawing support from voters frustrated with entrenched elites and years of stagnant reforms.

His campaign centered on anti-corruption rhetoric and a pledge to break the influence of powerful oligarchs, although critics have long pointed to his past business ties to media magnate Ihor Kolomoisky, whose television network broadcast Zelensky’s shows and helped propel his public profile.

Corruption Cloud

Since taking office, the president’s team has been battered by a series of scandals, particularly surrounding inflated military procurement contracts, misuse of state vehicles by top officials, and extensive bribery networks within regional draft offices.

While several high-ranking figures were dismissed or prosecuted, the repeated crises have undercut Zelensky’s reformist image and fed public skepticism about whether corruption is any less pervasive than before.

Russian President Vladimir Putin emphasized that the growing partnership between Russia and India does not harm any third countries and is conducted solely in the interests of the two nations, Sputnik reported, citing an interview Putin gave to India Today.

In the interview, Putin underscored that neither he nor Indian Prime Minister Narendra Modi has ever worked against other states, highlighting a cooperative approach based on mutual benefit.

Putin is on a diplomatic visit to India for high-level talks with Modi between December 3 and 5. He is set to attend the 23rd India-Russia Annual Summit, a longstanding mechanism that alternates between the two countries, where the two will “review the full spectrum of the India–Russia Special and Privileged Strategic Partnership."

Putin also praised the T-90 tanks produced in India, emphasizing that "India produces our famous T-90 tanks. Believe me when I tell you that these tanks are considered to be among the best in the world."

In addition, Putin highlighted future-oriented collaboration in areas such as space exploration, nuclear energy, shipbuilding, aviation, and artificial intelligence, stressing the importance of stability in these strategic sectors and noting that effective commercial relations between Russian and Indian companies predate the situation in Ukraine.

"Our partnership with India covers such areas as space exploration, energy, especially nuclear energy, which is illustrated by the well-known nuclear power plant project, shipbuilding and aviation. Putin commented on the shifting balance of global power, saying that “new centers of power are emerging," underscoring the importance of maintaining stability among the world’s largest nations as a foundation for progress in both bilateral and international relations.

Addressing the Ukraine crisis, Putin accused Western countries of instigating the conflict by supporting Ukrainian nationalists and argued that Russia did not start the war, but has sought peaceful solutions for eight years. "The special military operation is an attempt to end the war that the West unleashed using Ukrainian nationalists," the Russian president stated.

He emphasized that Ukraine’s security should not come at the expense of Russia’s security, calling on Kiev to recognize that the best way to resolve issues is through negotiations.

US actively looking for solution to Ukraine war

Putin said that the United States is actively looking for a solution to the Ukrainian conflict, noting that US President Donald Trump pursues his own policy interests in the situation, guided by advisors and economic considerations, and that Trump sincerely seeks to reduce losses arising from the conflict. He added that such decisions are informed by advisors who believe that certain measures, including trade tariffs, ultimately benefit the US economy, while also stressing that Trump, like Russia, is guided by his nation’s interests.

The Russian president criticized Ukrainian authorities for prioritizing a narrow nationalist agenda over the interests of the wider population, comparing the current leadership’s mentality to that of a "neo-Nazi regime". He also noted that the West never intended to comply with the Minsk agreements, using them instead to enable Ukraine to arm itself, while Russia allowed those wishing to leave Donbas to do so freely.

On NATO, Putin insisted that the alliance honor promises made to Russia in the 1990s not to expand eastward, calling for a solution to Ukraine’s security needs that does not threaten Russia. Regarding Crimea, he stated that Russia did not need to take the port of Sevastopol, as it was already Russian under prior agreements.
