does it matter where to negotiate?

massod barzani asked the tawafoq (sunnies) to come to hewler to talk about forming the new governmnet ...

they have said , first of all they dont negotiate , until they Fix the Cheats that was done in the election.
and second if they ever want to talk about forming the new goverment, those talks must be in baghdad ...no where else...


i just wonder in this politic world, does it really matter , where to do negotation ? I have seenn this before for example for iran - EU talks about nuclear bomb.


talk is talk , you can talk in bath room, in jungle , in tehran, in baghdad...why it matters where to negotiate ?

Not a bad sign if the meeting will be in Hewlêr. It is like a soccer match, always better to play in his own city.
