I am surprised England is in the lowest 25 - people here are idiots - they drive when they are drunk or under the influence of drugs - they use their phones and even send text messages

French drivers are bad also. But in Kurdistan for example, it is 500% worse, though mostly don't drink alcohol : they drive too fast, and have no clue of what a safety rule could be.

Another fact is that cars are not technically controlled. Some cars are in very bad state and are dangerous.

The other fact could be the bad state of roads, in some areas and driving in mountains is more dangerous.
