A team scientists want to have the technology in place by by 2035

The Kremlin- backed project needs a initial investment of 10 Billion rubles (£1.1billion).

The interagency group, dubbed the "National Technology Initiative" (NTI), will base their invention on a quantum communications infrastructure, reports the Kommersant .

Alexander Galitsky, a Russian technology investor, said: "It sounds fantastical today, but there have been successful experiments at Stanford at the molecular level.

"Much of the tech we have today was drawn from science fiction films 20 years ago."

The $2.1 trillion (£1.4 trillion) “road map” for developing Russia's cybernetics market includes developing a Russian computer programming language, secure cybernetic communications, quantum computing, and communication between computers and human brains.

The new program seems to be part of a campaign to boost the country's IT

Earlier this year, researchers in Germany claim to have discovered a way to transport information from one place to another using "teleportation" .

Dr Alexander Szameit and Dr Marco Ornigotti claimed to have devised a way to transmit information from one location to another instantly, using a special form of laser beam.

Dr Szameit said that, while it may not be possible to teleport actual solid particles, it is possible to their teleport their properties.

Elementary particles such as electrons and light particles exist in a "spatially delocalised state," which means it is possible for them to be in different places at the same time.

Robots getting human

"Within such a system spread across multiple locations, it is possible to transmit information from one location to another without any loss of time," Szameit said.

This process is called quantum teleportation, and has been known about for several years. However, this is the first time it has been demonstrated outside the world of quantum particles.
