I do not think so, from what I have read recently most of the pressure for Turkey to give Kurds more rights has NOTHING to do with America or Ocalan. The EU have recently stated that Turkey is not doing enough to improve Kurdish rights.
We all know that it would look good for erDOGan if he managed to rejuvenate negations for Turkey's entry into the EU.
As for Kurdistan, well the up and coming elections may well see the division of Iraq and lead to the independence of Kurdistan
